What makes a translation 'certified'?
Short answer
A certification statement attached to the translation, signed and dated, identifying the translator or company and confirming that the translation is a complete and accurate rendering of the document presented. What that statement must contain is set by the receiving authority.
Certification is a statement about the translation. It is not an authentication of the underlying document — that is what an Apostille or legalisation does.
Keep the certified translation physically attached to the copy of the source document it was made from; separating them is a common reason for refusal.
