Certified translation for Thai and foreign authorities
In short
A certified translation carries a signed statement identifying the translator or the company and confirming that the translation is complete and accurate. Which certification a document needs is decided by the receiving authority, not by the translator, so the destination has to be settled before work starts.
Three routes cover most cases: a translation company's certification, certification followed by legalisation through the Department of Consular Affairs, and translation by a person on a specific embassy's approved list. They are not interchangeable, and redoing the work in another format costs more than asking first.
Formatting is part of the certification. Seals, stamps, marginal notes and back-page endorsements are described in the translation rather than omitted, because an authority comparing the two documents side by side expects to find everything accounted for.

Watch out
Cropped scans that cut off a seal are the single most common cause of a certified set being rejected.
