Birth registration and certificates for children of foreign parents
In short
Births in Thailand are registered under the Civil Registration Act B.E. 2534 (1991) at the local district office, which issues the Thai birth certificate. Where a parent is foreign, the child's registration abroad is a separate process handled by that parent's embassy.
Register the birth in Thailand first, then use the Thai certificate — certified translation plus Apostille or legalisation — as the basis for consular registration and a foreign passport application.
Names, transliteration and the order of given names should be settled once and used consistently across the Thai certificate, the consular registration and the passport, because correcting them later means amending records in two countries.

Watch out
Agree the transliterated spelling of the child's name before the Thai certificate is issued — that spelling propagates everywhere.
