Who is responsible for filing the TM.30?
Short answer
The obligation sits with the owner, possessor or manager of the residence — the hotel, landlord or house owner — not with the foreign national. In practice the resident is the one who suffers if it is missing, so ask for the receipt.
Hotels file automatically as part of check-in. Private landlords and condominium owners often need to be asked, and some ask the tenant to file on their behalf with written authority.
Address changes and returns from abroad generally trigger a fresh notification.
