The sequence is: obtain the certified original, prepare and certify the translation, submit to the Social Security Office (SSO) for sections 33, 39 and 40, and the relevant professional council for practice certificates, then present the completed file to the receiving party. Skipping ahead in this order is the main reason a file has to be restarted.

Every stage produces a receipt or a reference number. Keep them: they are what allows a file to be traced if a stage takes longer than expected.

How social security and professional council documents works

Benefit claims are documentary: the SSO checks the contribution history against the claim type, so the enrolment date, the contribution months and the employer's filings must line up before a claim is paid.

Professional council certificates (medical, nursing, pharmacy, engineering, architecture and others) are issued by the council itself. For overseas use they are translated, certified, then apostilled or legalised by the Department of Consular Affairs - the council does not perform that step.

Employers must register with the Social Security Office and enrol employees under section 33. A person leaving insured employment may continue voluntarily under section 39 within the statutory window, while self-employed and informal workers register under section 40 with a different benefit set.

• Scan the complete file exactly as submitted
• Allow for public holidays at each office in the plan
• Confirm in writing what the receiving authority accepts today
• Use the certified original or an officially sealed copy, never a plain photocopy
• Match the spelling of every name to the passport, letter for letter
• Translate the whole document including seals, stamps and handwritten notes
• Keep the certification order: issuer, translator, consular authority, embassy

• Submitting through a representative whose authority has expired
• Letting a passport change break the match with an issued document
• Splitting a document set between offices and losing an intermediate stamp
