The sequence is: obtain the certified original, prepare and certify the translation, submit to the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand, after endorsement by the Joint Standing Committee on Commerce, Industry and Banking (JSCCIB), then present the completed file to the receiving party. Skipping ahead in this order is the main reason a file has to be restarted.

Every stage produces a receipt or a reference number. Keep them: they are what allows a file to be traced if a stage takes longer than expected.

How APEC Business Travel Card (ABTC) works

The United States and Canada are transitional members: ABTC holders may use the fast lane at designated airports, but a US or Canadian visa is still required. Permitted stay per entry is decided by the receiving economy, commonly 59-90 days, and covers meetings, negotiations, conferences, trade fairs and site visits only - never employment, residence or study.

The APEC Business Travel Card is a travel-facilitation scheme, not a regional visa. Each participating economy screens the applicant separately (pre-clearance) and only the economies that approved the applicant are printed on the back of the card. Economies missing from the card still require an ordinary visa.

The card is always used together with the ordinary passport declared in the application. It is not a travel document and never replaces a passport, so changing passports invalidates the match and a replacement card must be requested.

Where Change Passport fits in the document chain

Documents connected with Change Passport move through a fixed chain: issuance, translation, certification and acceptance. Each link is verified against the previous one, which is why a missing intermediate stamp cannot be repaired at the final counter.

Because short-term business travel across APEC economies is assessed on paper, the safest working method is to prepare the complete set before approaching any office, then submit once with everything attached.

Evidence the reviewing officer looks for

An officer checks four things: that the original is authentic and current, that the translation is complete, that the certifications appear in the correct order, and that the person submitting is entitled to do so.

None of those four is a formality. A file that satisfies three of them is still returned, and the queue restarts from the beginning.

Pre-submission checklist

• Translate the whole document including seals, stamps and handwritten notes
• Keep the certification order: issuer, translator, consular authority, embassy
• Check validity dates on every supporting document on the day of submission
• Carry identity documents for every named party and for the representative
• Keep receipts and reference numbers for each stage
• Scan the complete file exactly as submitted
• Allow for public holidays at each office in the plan

Common pitfalls

• Relying on an outdated checklist instead of the issuing authority's own page
• Submitting through a representative whose authority has expired
• Letting a passport change break the match with an issued document
• Splitting a document set between offices and losing an intermediate stamp
• Treating one authority's acceptance as binding on another
